in coupler plastic fiber optic what is the meaning of the split ratio 80-20?

we have two 4 ports in the coupler fiber optic (plastic) what do the numbers 80-20 mean based in the output and the input ports numbers .

now i see the whole question,that is different what has to be done with any telecommunications system is to monitor is state in operation.
so like a wireless system which has a circulator to split transmission from receive
they use an optical circulator it allows splitting of the system into it’s separate parts transmit, receive,monitor for alarms a dummy load.
so now you have the four ports but some times the dummy load is replaced by the optical fibre continuing on it’s way to the other end of the system.
as to the 80-20 that just explains how it is split 80% is allowed to continue while 20% is taken before being allowed to continued when it has been examined. for checking levels of light and alarms that are showing up on the system.
like a lot of modern telecommunications systems as well as the data which is sent from end to end there is the overhead information which controls the system for synchronisation and other issues associated with an optic fibre system.
