I need an RF Circuit or drop-in OEM module capable of 2 to 3 Miles Urban Range?

Application is mobile, rolling, tracking device. Have tried 900Mhz Maxstream devices and can get almost 3/4 Miles with mixed terrain urban/country environment. Desired height of each transceiver in network is 40″ down to 18″.
Highest power modules out there spec 1W and all specs are worthless ‘line of sight’ #’s. Cannot find any OEM drop in’s at lower frequencies either, only in the 900 and 2.4 Range. Did find one in the 400 range, but power was very low.

Anybody know of other products, or have a circuit I could use? Data is very simple, 9600 baud or less bursts, nothing to be concerned about there in modulating or decreasing sensititivy, etc.
